Sixteen rungs from NA-10's ladder table, ordered by characteristic length L on a logarithmic axis spanning 10^-16 to 10^21 m — ~10^36 from the proton rms charge radius 8.4075(64) x 10^-16 m (NA10-01) to the Milky Way D25 isophotal diameter ~8.3 x 10^20 m (NA10-37). Each rung carries its characteristic length, time and energy, its dominant force or constraint, its governing dimensionless group(s), and whether a Markov blanket is identifiable. The axis carries L and NOTHING ELSE: rungs overlap in L (rungs 8 and 10 both occupy 10^-3 m), so the dominant force is a property of the RUNG, not of the length, and the plate therefore draws no force band. The L column is not one measurand — rungs 1/2/13/14 are radii, rung 16 is a photometric isophotal diameter (a brightness convention), and rungs 5-12 are ranges that are the chapter's CARVING, a choice fenced MODELED rather than a measurement. The t column is a placement aid built from four different physical measurands and MUST NEVER BE REGRESSED. Regime boundaries are marked only where NA-10 names them; the viscous-to-inertial crossing (Re ~ 1) has no single L, because Re = vL/nu depends on v, and is drawn as a bracket over the rungs 7-10 domain rather than as a line. The metabolic-exponent breaks (DeLong et al. 2010) were fitted against body MASS, not length, and are shown in a separate panel on purpose rather than placed at a length nobody measured. The dagger marks values NA-10 records as NOT-SOURCED in its own pass — a fact about the corpus's homework, never merged with NOT-MEASURED, which is a fact about the world's knowledge. The plate marks the dagger only where NA-10 marks itself; an unmarked cell is not thereby sourced. Fenced MODELED. It contains ZERO UNI claims: a nature citation is never a UNI gate.

What this plate does NOT claim
- NOT a progression, a hierarchy of value, an arrow, or a direction. It is an ordering BY LENGTH. The blanket column does not ascend with it, and specific power runs AGAINST it: a bacterium outputs ~5 x 10^6 times more power per kilogram than the Sun does (NA10-29, MODELED / MODELED — both endpoints are conversions, neither is a W/kg observation).
- NOT that 'information density' increases along the ladder. NOT-MEASURED — no measurand exists spanning quark to galaxy (NA10-41). Falsifier: state the measurand, state the units, measure two non-adjacent rungs with it.
- NOT that 'degree of internal model' increases along the ladder. NOT-MEASURED — no measurand, no units, no instrument (NA10-42). This is the gradient the ladder most invites and the one with the least behind it, and that asymmetry is stated on purpose. Writing the ladder as an ascent toward mind is a rhetorical move dressed as a measurement.
- NOT a ladder of consciousness, awareness, or mind. NA-10 records that reading INADMISSIBLE: no measurand, no units, no instrument, no falsifier — and the one structurally checkable property (the blanket) does not ascend with scale. Recorded, not mocked: the intuition that the ladder points somewhere is honest and common. It is simply not a measurement, and dressing it as one is the defect.
- NOT that 'complexity' orders the rungs. Simon (1962) gives a structural criterion (near-decomposability) that is checkable per system; it does not yield a scalar that monotonically increases with size.
- NOT that the sixteen rungs are the right sixteen. The carving is a choice; the boundaries' physics is not.
- NOT that Kleiber's 3/4 is a law of life. It is a metazoan-regime fit; prokaryotes are superlinear at ~1.7 (NA10-21, NA10-24). NA-10 records the 3/4 exponent as the single most over-extrapolated number in its wing.
- NOT that the metabolic curvature claim is settled, NOR that it is settled against. NA10-25/NA10-26 are OBSERVED-CONTESTED and the exchange is live on both sides: Kolokotrones et al. 2010 (Nature 464:753-6), contested by MacKay 2011 (J Theor Biol 280(1):194-196), replied to by Deeds, Savage & Fontana 2011 (J Theor Biol 280(1):197-198). Both turns are carried; neither is the verdict. The regime-change rule does not rest on it — DeLong et al. 2010 carries the boundary claim independently.
- NOT that any rung's arrangement is an optimum. Per Gould & Lewontin (1979), drift, phylogenetic inertia, developmental constraint and frozen accidents produce structure that solves nothing. Every value on this plate is a hypothesis generator, never a proof.
- NOT that the boundaries drawn are the only boundaries, nor that they sit at a length. Boundaries are marked ONLY where NA-10 names them. The metabolic-exponent breaks have no position on the L axis at all and are shown apart on purpose.
- NOT a re-audit of NA-10. The plate marks NOT-SOURCED only where NA-10 marks itself; an unmarked cell is not thereby sourced.
- NOT a UNI claim of any kind. A NATURE CITATION IS NEVER A UNI GATE: reading Kleiber's law raises no UNI rung. This plate contains ZERO UNI claims, and no value on it raises, lowers, or discharges any row in CLAIM-LEDGER.md. The honest program position is untouched by every value on it: ~2 of 11+ developmental rungs earned; a developmental active-inference SIMULATION; a toy world, never a person.
- QUAESTIO APERTA: 'full human' and 'beyond human' appear nowhere on this plate as a target, a milestone, or a deliverable. They are permanent open questions. The scale ladder has no top, no destination, and no rung labelled with either — and the temptation to read one in at rung 10 or 11 is exactly what the NOT-MEASURED fence on 'degree of internal model' exists to refuse.
